Only thing you need on this thing is the type. Which would allow us to review this to some extent... But, it is a high Level Normal Monster. So in most case there usually is little to review there unless the Leveling/Stats/Typing combination is really unique and/or beneficial. Or if this is a Tuner or Normal Pendulum.

Well its basically dark magician

But...you miss the typing of this card. For now i will assume its Beast-Warrior

Unless you planned to make an archetype/series involving this, while there are some powerful Normal Support but the ones that can be used to consistantly fielding level 5 or higher is either unheard of OR archetype-locked

Not really impressive on its own. 2500/2100 is below average for a Level 7 Normal monster when nowadays there are Level 6s with 2600 ATK,  and its typing doesn't benefit from much, except for a couple of cards like Fire Formation - Tensu.

However, it looks like you plan to treat it as an ace monster like Dark Magician so it can be good depending on the support you give it, but in that case I suggest to re-post it in the Set subsection along any other supporting cards.
