(1) During the Main Phase (Quick Effect): You can Tribute this card and 1 Plant monster you control; Special Summon 1 “Rose” Synchro Monster or 1 Plant Synchro Monster from your Extra Deck (this is treated as a Synchro Summon).
(2) If a monster(s) you control is destroyed by card effect while this card is in your GY: You can banish this card from your GY; Special Summon 1 “Rose Dragon” monster from your GY.

Cannot be Link Summoned, unless there is a “World Legacy” card in your GY. You can only use this card name’s (1) and (2) effects once per turn each.
(1) During your Main Phase: You can Set 1 “World Legacy” Spell/Trap directly from your Deck to your field, but you cannot activate that card during this turn unless you have a “World Legacy” monster in your GY.
(2) If this Link Summoned card is sent to the GY as a Link Material: You can shuffle 1 card on the field into the Deck.

You can only use this card name’s (1) and (2) effects once per turn each.
(1) If this card is Link Summoned: You can send 1 “Destruction Sword” card from your Deck to the GY, then you can Special Summon 1 “Buster Blader” monster from your hand.
(2) At the end of your Battle Phase, if your opponent controls no monsters: You can target 1 of your “Buster Blader” monsters that did not declare an attack during this turn; inflict damage to your opponent equal to its ATK.

Crossrose and Lib look good, IMO. The former may not be for every deck due to needing a Plant in board, but dropping a Black Rose for a nuke during the opponent's turn, or Moonlight Rose for stunning high-Level decks, seems quite good to me. And plus whatever good Plant Synchro is released in the future. As for the 2nd effect, always thought White Rose Dragon had potential as a tech, along Destrudo and/or for Guardragon plays, and the pseudo-float effect of this card further supports that potential.

Lib has a couple of good things going for her. Searching World Legacy Spell/Traps is rad, and I'm already thinking on ways to access this instead of Morning Star in Mekk-Knights because of the annoying discard cost, although in exchange this needs a WL card in GY as set-up and to a lesser extent it's not a Mekk for combos with the stun Traps. That would be less of a problem if World Legacy Memories didn't have a SS lock.

The 2nd effect made me think of I.P. Maskerena into Apollousa during the opponent's turn for an disruptive spin on top of Apollousa's negations. Alternatively, grab "World Legacy Awakens" with the search effect for a similar play.

 

As for Whelp, IDK, not too familiar with Buster Blader archetype to tell how good is it. I can see it's good as it can assist with setting up for the in-GY Fusion effect of one of their Traps, but IDK if this card alone can make it more relevant competitively speaking.
