Target 1 "Number" Xyz Monster, except a "Number C" or "Number S"; Xyz Summon 1 "Number" monster from your Extra Deck that is exactly 1 number higher/lower than the target, in a different position, except a "Number C" or "Number S" monster, using the target as material (transfer the target's materials to it).

If you find the wording confusing, here's how it works:
For example, if your target is Number 38: Titanic Galaxy, you can transform it into Number 37 (Hope Woven Dragon Spider Shark) or into Number 39, which can mean Utopia, Utopia Roots, or Utopia Beyond.
^and so on.... if your target was in Attack Position, the newly Summoned monster must be in Defense Position, and vise-versa. It is still a quick effect but not one that encourages easy extra attacks per battle phase to go for OTKs. Also, it doesn't go into evolutions.

I like it. Swapping a number ought to have good applications. You can improve it a bit by adding "Rank-Up Magic" in its name and also a 2nd effect in GY like a couple of RUMs do.

Adding that to the name would be problematic in my opinion. Utopic ZEXAL doesn't need more potential discard fodder, the actual RUM support it'd get is not very good anyways, and to top it off, the card doesn't always Rank-Up. Sometimes it might Rank downwards or stay in the same Rank since the focus is on the Number's number.
As for the GY effect idea, it'd depend on what it'd more or less be, but not very sold on the idea since the regular effect has some pretty big potential already.

Oh right, it's not only a Rank-Up, it can be a Rank-Down too. Well, at least add "Rank-[something] Magic" if only for a thematic feeling, IMO xD
An extra bonus as an in-GY effect shouldn't hurt either. The effect is not that good anyway, especially if it's the card is not searchable like the PK RUM.
