The Office of Naval Intelligence maintains no direct control of any SPARTAN operatives and associated military projects under any circumstances. Our only involvement with SPARTANS Operations since the end of the war with the Covenant (apart from the usual intelligence) has been strict with the continuing refinement of Project ORCHID’s augmentation program, and the internal development of specialist MJOLNIR variations. Any suggestion that the Office of Naval Intelligence is interfering with the training and deployment of SPARTAN supersoldiers, let alone a supposed “SPARTAN Skunkworks” by Section Three, is a very serious allegation. Out of personal respect of yourself and your rank, I have taken it upon myself to indulge your request for an investigation, cross-referencing the service number you provided one of my subordinates during a heated discussion. It was found to be invalid: no individual, civilian or military, within the UEG has ever been issued with that identification. Limited tracking capabilities of cloaked targets possible, but has visual artefacts due to lack of translation software.
