It's not so good. With 0 ATK it would suicide it if attacks any monster in Attack Position, and the destruction effect is too slow for nowadays standards for removal. It's only good for walling but again, effect removal is the norm so opponents will simply find a way to remove it, and it can only stall so much anyway. Level 3 DARK/Reptile is not noteworthy either. You can improve it by enabling the effect even when it is attacked, and make it destroy the monster sooner, like the next turn for example.

I have a suggestion:

If it attacks an opponent's monster: You can destroy that monster at the start of the Damage Step.
If this card is targeted for an attack: You can reduce its DEF by 300, and if you do, negate the attack.
While this card has not activated its effect this turn, it is unaffected by your opponent's card effects.

 

^This way the offensive venom kicks in right away and you don't need to worry about it dying by battle, as it destroys the monster before the attack hits.
Also, you get your bit where every color of the rainbow can negate an attack for it once (it's like the snake does light tricks to evade its prey or something).
The last effect is so you guarantee the opponent has to have an attack negated by it, or get a monster destroyed (or attempted to be destroyed in the case a monster attacking is immune to destruction effects) by its effect in order to use effects to get rid of it.
