A broken record would say "Flygon should've gotten a mega" but despite being in Garchomp's shadow from gen 4 onwards, it still has its appeals, like Levitate for instance. Flygon gets my vote.

Vote for Flygon.
Indeed, it may be outclassed by Garchomp in the typing and stat department, but Levitate comes in handy as well, providing immunity to Ground, and thus resisting the dreaded Ground+Rock coverage, as well as ignoring ground hazards. It may not be among my top favorite Pokemon anymore, but I dare say it is still among my top favorite Dragon Pokemon.
