Could firewall dragon come back if it was erratad to have a HOPT on both effects?

What the title says. IDK what else it was used for besides loops so I'm curious. edit: I mean that each effect could only be used once per turn (HOPT) in addition to the once as long as its faceup for the return effect

It can come back if they ban the cards that needed the hit rather than Firewall.
