When a you Normal Summon a monster: you can Special Summon this card from your hand, then, this cards Level becomes the same as the Level of the monster you Normal Summoned. You can only Special Summon "Level Linker" this way once per turn. This card cannot be used as Synchro Material.

So Level Linker is designed best to go with the effects of Which Starling where they both enable you to summon any 2 material Xyz Monster from Rank 5 to Rank 8 where it allows you to summon various cards from Rank 5 Volcasaurus to Rank 8 Galaxy-Eyes Prime Photon Dragon. In addition this card is balanced by the fact it cannot be used as Synchro Material so its not abusable in Synchro decks.

I don't think being used as a Synchro material is all that abusable nowadays, especially when you'd better be going for high Rank plays.
Though being an "on Summon" deal means modding Level strategies like Gagaga might not really benefit.
At most, I guess Ultimaya would be usable in more decks if this card allowed for it.

Not to mention the card itself doesn't really get any archetype support which further balances it out in case you were worried.
Level 2 as the original amount is also not all that great. Level 1 would help it be searchable by "Where Art Thou". Or if it had been something different like a Level 5 Warrior, it'd get the niche double reviving card they have. As is I can't think of much to combo with it.

Its an alright play, previously we only had that Level 7 monster with Monarch stats that only worked on Tribute Summons so this is more flexible I suppose.
