Dragalge is a pokemon that on appearance alone many people wouldn't think it was dragon-type. But controversy aside (which I won't mention), I'm voting for Wigglytuff because it's a pokemon that many people would think cannot look sinister but Harley proved otherwise (so did the TCG, who did it first).

Dragalge, hands down. Easily one of my top favorites, I place it in my top 3 or so. Unique typing, cool concept of a sea dragon, gets Adaptability, has an actually respectable special bulk, plus gets access to Water moves for coverage, giving it a bit of an extra edge.
