Depends on what type of zombie we're talking about. If it's your boring standard brainless flesh-eater, floor it; they don't count. If they're of the intelligent variety, they count as pedestrians.
Most likely if horror movie zombies were walking around things would go to shit so fast that it wouldn't matter.
That being said theoretically maybe it would count as desecrating a corpse.
